Turbo rebuild -Spin Balancing?

I have searched for a couple of hours today so far. I am looking for the CORRECT, not a hear/say answer to this: While undergoing a rebuild of a turbo, be it any model turbo, during reassembly of the turbine and compressor to the shaft, does this need to be balanced. I have heard that you can just finish the rebuild and put it all back together, and I have heard that it needs to be Spun Balanced at 60,000rpms before reassembly. Which is correct? Again, I want proven mechanics, not "I heard this and that".

Get it balanced.... any good turbo shop can do it.
