Fuel Pump trick??

Does anybody know how to do the fuel pump trick? I know it has something to do with running a extra wire to the pump but i dont exactly know how to do it. Can anybody help me, i heard it gives a good amount of horses.

it shouldnt give you more HP, but can allow you to supply the fuel should you run higher HP.
