I have a 91 Talon TSI and I have a upgraded exhaust, BOV, Intake, and MBC, My question is when i raise the boost levels up to 14PSI the car pulls great until 6,000 RPM where it starts to feel like the fuel is slightly cutting out. The car will hesitate and make no power over this RPM range in any gear? Is there a factory fuel cut out or am i doing something wrong here.
any info much appreciated.

"slightly cutting out" is probably timing being pulled due to knock. fuel cut feels like you locked the tranny or you need to pull your teeth back out of the steering wheel.
 
Also may be your spark plugs. if you haven't changed them in a while then make sure you change them.
