timming belt question

While having a friend rev my car a bit while i was looking at my timming belt i noticed that when he reved the belt would sotra get loose. The blet is very tight when it car is turned off, im not sure if this is not normal it doesnt move a lot but you can see it. The belt was replaced at an estamated 5months ago. My question is, is it normal for the belt to somwhat do that. If you dont understand what im trying to say let me know and i will try and think of another way to explain it.

Did you check out the tensioner? I had a similar problem in my `94. The car would groan for awhile until it would heat up, turned out to be the groaning was the belt slapping the timing belt cover. It had tension when it was parked but when I started and revved it the belt would move about 1/4-1/2". I replaces both belts and all the pulleys and the tensioner, fixed the problem.
