The throttlebody from my 98 Talon is missing a vac port. Is this the way it is supposed to be?

Yes, that is normal, I ran into the same problem when I purchased a 98 TB for my 95 and noticed the same thing. Im not sure what year the change was made though
 
Thanks, good to know. Would there be any advantages to boring it out? Everything will remain stock. I am just trying to do subtle upgrades.
