hey, my buddy has a 1g eclipse gsx and was wondering what downpipe will give him the most hp gain and still pass emissions.

Any 3" DP will work great. The 3" O2 eliminater DPs look very nice. Extreme turbo sells the ATR eliminater, and I believe RNR also has them. As long as a converter is used, emissions should not be a problem.
 
I also recommned the 3" 02 elim downpipe with internal dump. This will pass emissions and give you the best possible flow. Price is $330 and it comes with a big SS flex section to prevent cracking.
