wastegate performance

This seems very basic, but how can I tell if the wastegate is performing correctly. I seem to have a loss of power (turbo has no audible spool) and I just replaced my ex. man. with a 2g. unit. One of the ex. man. studs was stripped but I did not notice until manifold was put back on, so I left as is in hopes this would not cause too much leakage. Could the actuator arm be stuck open thus causing the power loss and if so how do I check and repair?

To check that the wastegate is opening up or not you can place a vacuum pump on the nipple for the wastegate and check to see @ what psi the wastegate opens, or if it opens @ all. I believe the stock wastegate is supposed to open @ 12psi.
