fuel cut

What the hell is fuel cut ive heard so many different things, #1 i heard it was 100% fuel injecter pulse the injector maxed itself out, #2 i heard it was the ECu senses a lean condition and cuts the fuel to the motor, ive heard some other things i just wanna get cleared up on it thanx everyone!!!
