Idle Experts... Help with my surge!

I have a problem with severe idle surge that has been occuring the past month or so. It is classic surge from 1200-1500, and sometimes a bit higher at 1500-1800, cycling about once a second. Here is what i have done so far:

First i replaced the ISC with a rebuilt one (bad idea?). This was before full surge kicked in, idle was just a bit low and jittery. I test the coils on the rebuilt one and they are within spec. When i checked its travel when cycling the car from on/off with the the ISC unbolted (but plugged in), it DID travel, but only a couple of mm (is this all that is needed?)

Next, i cleaned my TB (with it still attached to the coolant lines), replaced the BISS O-Ring, replaced both TB gaskets, checked for vacuum leaks with carb cleaner (best i could do, no compressed air canister at this point) and by unplugging all vacuum lines from the TB one by one and blocking them off - this didnt affect it.

Today or tomorrow i'm going to fully detach and remove my TB to give it a full cleaning, block off the FIAV (i live in CA, no cold starts), and check my EGR (and maybe block it off, i dont worry about emissions ;) ).

Advice? What about the ISC deal?

check the TPS sensor. make sure it is adjusted to within spec. and make sure the idle air speed screw is correct as well. turn it in all the way and then turn it back out 1 complete turn. if that dosent do it then check the base ignition timing with a timing light.
 
Check my tech article in the "Tech Articles" section of the site and see if that helps. My personal situation with idle surge was solved by blocking of the fiav and doing all necessary modifications. Let us know what happens and good luck

I have checked and adjusted my TPS, in answer to the question above.

UPDATE: Yesterday i blocked off my EGR (with a cut out from a can of refried beans), and it did NOTHING to affect the problem. FIAV blockoff is today...

Being that the VFAQ link for FIAV is broken (selling the domain name)... does anybody have a recommendation for a good guide for this, or know where i can find a tech article on it?
