1G Idel surge/ecu HELP!!

ok here what happened i bought a 91 TSi AWD and when it was cold out id hear clicking and what behind the radio so i did so reading and figured the ECU was bad so i went and bought an EPROM ECU with a rev chip and fuel chip installed and i put it in my car. Good news was that my car started without a problem no clicking or anything but now i have idle surge. It idles at 1500 rpm to almost 2,000 rpm. Can anyone help? i took my EGR valve and cleaned it no change :( someone please help :talon:
 
Could be the BISS screw on the intake by the throttle body. Try turning it in some and see if it lowers it.
Not sure about the Idle Speed Control. Mark

I already tryed that i mean everything was fine untill i put the new ecu in and it seems like its using gas faster now....
 
im not sure if this really pertians to NTs but my friends turbo had a ecu problem, the capacitor was leaking when he checked it out and it ate through the ISC board in the ecu, my guess when you put in the new ecu, the ISC in the new one is functioning agian, to make a long story short check the ISC, and check out the faq on vfaq about surging
