Is my 14b seized?

I recently bought a new 14b replacement. It arrived today dissassembled. the turbine housing is not bolted up to the exhaust housing so that leaves the turbine in plain view? I tried spinning the turbine with my hands and it does not spin at all. no rotations at all. i've tried lubricating it with wd40 at first and then synthetic motor oil with no success. my 14b on my car now spins with no problem and i'm 99% sure that it's blown. so i'm wondering if this new turbo was sent to me blown.

Agreed. Bearings are locked.

yeah, sounds like you need to break some kneecaps.
even a bad cartridge you would be able to turn the shaft.
did you try spraying the wd40 directly into the oil feed holes. not that it makes a difference at this point.
seriously, you need to find the sick #### that screwed you over and slip his mother the D.
