loosened timing belt

i am still a little new to this but i am learning stuff really fast
i just got 650 inj a 255lp fp a fpr and a safc ii because my fuel pump went out so i figured to upgrade

well i waited three weeks for all of the parts to come in and the other day i put it all on and programmed the afc

my question is this
i noticed that my timing belt has loosened a lot(my car has been parked for three weeks and I know the belt was not loose when I parked it) so i took of the left engine mount and now i am getting the cover off so i can look at my belt i was wondering what you guys might think it is . I think it is the tensioner. the belt and the tensioner have 20k miles on them. Also when I took off the mount and all of the belts and put the engine on the jack I noticed that the belt tightened back up(not all the way but a lot). I am really confused and everyone I have talked too doesn’t really know what to say either and I can not find anything on this web site about this prob.
 
depending on where the engine was when it got turned off sometimes the belt will slide to one side of the tooth or the other causing a very small amount of slack between the cam gears, other times it will be completly tight.

if its anymore then that then its well worth the time to check it out since its a lot easier to install a new tensioner/tighten everything down then it is to replace a destroyed head
 
ok i took the cover off and took off the camshaft pully and turned the sprocket clockwise till all the mark lined up so it is still timed then i pushed down on the belt again and it was tight again. is that right will it be ok to drive. please help me out

it was so loose it was felt like it was going to fall off
