I am in the process of totally rebuilding my 1993 tsi awd talon. I am going to put ARP everything, mains, rods, head. Can I run a little more boost say 20psi safely?

Lots of people, including myself, run above 25psi on STOCK engines, so I'd say with forged internals, you shouldn't have a problem.

Of course this assumes you have a larger turbo and fuel system capable of handling the extra flow. Make sure you read and understand everyhtign in the tuning guide before cranking it up. Good luck.
