does HKS HIPER have a resonater and if so should i take it out? cause the exhaust is WAY MELLOW.

I doubt it. but just look under car if there is a bulge in the exhaust inbetween the cat(or testpipe) and muffler that is a resonator. Also if you don't have a DP your exhaust sound will still be muffled.

I think HKS makes a few Exhaust with Resonanators but not very many. Hell I may be mistake and none may have it. I have a 3" RSR with 3 resonators.... can you say "not LOUD".

Just call up the place you may be ordering one from and ask or if it is on another car take a peek underneath. the only things on the exhaust other than pipe will be a flex section, cat, or resonator.... all of which are easy to notice...

I have a 3inch ATR cat-back no resonators it is loud as hell.

If you are buying a cat-back system that comes with a resonator you will not be able to take it out becuase it is welded onto the piping. As far as the HKS goes I'm not sure if it has a resonator but the Apex N1 has two resonators. I would recommend you go with the resonator with you don't want your car to be loud.
