How long does it take to hit about 18psi with the green model turbo? Is there a lot of lag?

BUT I just finished tearing apart the exhaust mani and turbo because I had a leak at the mani. I'm hoping I will hit full boost at the 3.8-4k mark now. If not I may cheat and throw in a 30 shot. At least its good to know that other Green owners are hitting full boost at the 3.3-3.8k mark. I'm way off. Any ideas on what to check if my rebuild didn't fix my boost issue?
