Removing cruise control

Hey guys this morning i was bored and decided to take out my cruise control but i have a quesiton. On a 2g right behind the fuse box thiers a bracket that holds a part of the cruise control but under it thiers a black cylinder like 2 inches long also attached to the bracket. What is that and can it be taken out?

i havent seen a 2G in a long time but i'm guessing that is the vacuum canister piece......... remove it.
