What is the purpose of the egr block off plate, and advantages of having it on street application?
 
That is a basic answer. I knew this already.(thanks for the reply though) I want to know a mechanical/perfomance reasoning behind doing this.
 
Stage II (advanced) answer:

The EGR allows exhaust gas to enter the intake manifold and mix with intake charge air. (you already know this) This causes lower combustion tempratures in the engine, which lowers the NOx(nitrogen oxide) emissions.

Reasons to block off: Since the exhaust gas is present in the intake, it inevitably rasies the temprature of the manifold, this is generally bad. Over time, carbon buildup develops on the inside of manifold and on the back of the throttle plate. This carbon buildup reduces the manifolds heat transfer abilities and can cause idle/flow problems through the TB. Blocking off the EGR after cleaning the manifold and TB will ensure they they remain clean. Additionally, since no exhaust gas is present in the CC, the comustion should be more efficient.
