T04E is just a housing not a turbo. There are many streetable turbos with a T04E housing.

I didn't see anything on that page that talked about the streetability of any of those turbos.

I have a T3/To4e 57Trim/Stage 3 in a .48 AR (yes, I know everyone says it won't work.. but I ran a 119 trap speed on stock 2g head/2g mani and 2g block.... so it works great for me)..... I LOVE IT

Very street able... havn't had many races that I havn't won against street legal cars at the track since (Outlaw V8's don't count).
