inconsistent boost levels...

i have a big 16g evo 3 turbo and i have a turbo xs manual boost controler. i turned the controller one turn thats all. which mean it should be boosting at about stock levels. but sometime is boost 12 then other times it boost 15+ . not sure y. sometime it happens during the same pull..
any feedback would be helpfull.

Where is your boost controller source? It should be the manifold.
