need answers on how to tune your greddy typeS

ok this probably makes me sound like a fool but i'm having problems with my BOV it will start flutering when i get on it and i will lose al power it seems to not be holding i have 2 questions making it softer dose that make it hold more or less boost and also it has 2 vac ports the top vac port is hooked up to my intake manifold but the bottom one is open should it be open or be put on another vac line or the same one need help thanks
