Discharge Stout on BOV

What is the discharge stout on the BOV? Someone said they drilled this on a 1G for more sound. I was just curious.

What the part that the tube connects from the BOV to the intake? Sound, well this sounds like a bunch of BS, and if it is what I'm thinking it will let metered air out.

thats what i thought, i saw it on dsm trader, some guy selling a 1G bov, with a drilled hole in the discharge stout.
