Front end repair and fogs question

I was wondering if anyone knows how much it would cost to fix the front end of a 1995 talon TSi?, or would I be better off just buying a replacement bumper and have it painted?... the bumper is bent up pretty good on just the very bottom between the fogs. Any ideas?? I also need to replace the fogs....

post pics of how bad it is... more than likely it can be fixed, unless its in dozens of pieces.... what kind of bumper are those? urethane?
