Painting my rims, quick question

Hey guys, i will be using regular enamel paint, it says high temp resistant, anyways my question is do i need to use the aircraft stripper? What will happen if i don't? Could i just clean it good with degreaser and sand down scratches?

You could skip half of the prep if you wanted to. The paint would chip and crack fairly easy, but you could do it the "fast" way.
