i recently bought a body kit used.. and i did all the sanding on it then took it to a bodyshop to have painted, well... i have seen their work in the past and it all was very well done.. so today when i get done with work i call to see if its done so i can drive the 45 minutes to go and pick it up.. well i finally talked to the guy who was doing it and he said the bumpers are junk and that primer wont stick to it... he sprayed it once with primer.. and the paint lifted.. .so he sanded it smooth and did it again.. well after 3 times he said the hell with it... why isn't the primer sticking?
 
Paint is all preparation and materials, it would seem he's doing something wrong. Without many more details, it's not possible to determine what.
Having been on the other side, your painter is stuck. Get it away from him and go somewhere else- he's not going to get it to turn out.
 
Are the parts urethane(flexible) or fiberglass(non flexible)? If they are urethane your painter didn't use the proper cleaning procedure(essential), urethane parts are a pain in the ass.Yeah most of the 2K primers are pretty aggressive, but if you clean them right and use the correct adhesion promoter you shouldn't have a problem.
