I think I know what you're talking about and you have to cut its off. The grip is glued and then the rest of the "cover" will come with it afterwards. Just for clarification, you are talking about the little piece of plastic that comes off the handle of the e-brake? Why are you doing this?

yea, its the plastic cover over the emergency brake handle. im doing it because i got a ractive handle and bag with a shift knob and bag for a pretty good deal. so you have to cut it?

mine was vinyl and all i did was pull it off.
