I'm planning on buying a rear 98 eclipse bumper for $60 for my 95 talon. The seller asked me if i needed the bumper support too. So i don't wanna pay extra for something if i dont need it. do i need it? and yes, i did a search.
 
If you don't already have one yes you need one. you shoulde have a support in there already unless you removed it.

Yes you should have a support there. The "hard" plastic support should be the same on eclipse and talons, but the Styrofoam(spelling?) will be different since it is shaped to fit the backside of the bumper cover. So get the styrofoam support for sure, you MIGHT need the hard plastic support tho too, Im not sure if they are the same
