Can these areas be clearcoated?

I removed the mitubishi emblem off the front of my car and the clearcoat went overtop the emblem so there is no clear coat on the car where the emblem used to be and you can see the lines. Can this be clear coated and look ok? Also there is a spot where a section of clear coat chipped off can this be redone or am I fahked?:cry:
 
The whole car is painted before the badges are put on. Unless you damaged the paint while removing the badge, or your bumper has been repainted it should just need a good rubbing compound (carefull this stuff can do severe damage to your paint if you don't follow the directions) or polish (Meguiars Scratch X is a good one!)-cleaner wax-hard shell carnuba to make it blend right. If paint chipped on there in a small area you can use some touchup paint. If you trust yourself you can wet sand it with some 2000 grit to smooth it out and gently use a rubbing compound to remove the scratches from sanding. Only other option is to have the bumper re-painted. :D
 
should there be primer on my front bumper because where the paint came off underneath there is no primer it's just white? Like some of the paint chipped off and it just came off in thin chips of paint there was no primer or anything? Is this normal or did the person who had it before me have the bumper replaced/repainted with some half assed job?
