Polishing Fluidyne Rad.

Hey I got bought a fluidyne off of someone, and it needs a good polish job. The top of the rad. the part you see when hood is up, it has a stain and a small surface scratch. I was wondering weather I should take it to a pro, or if I could easily sand it down just a bit and polish it up to look like new. Let me know what you think, and what I should use to fix it if I do it myself, what sandpaper and what polish. let me know.
 
Also I'm guessing Mother Mag and Aluminum polish is one of the best polishes to use, what is the diff. between that and their Billet Metal polish, the billet sounds like it is better, but is it for the same type of metals as the mag polish or for diff. metals. Let me know
