i painted my car like 1-2 months ago i used Prim, paint, clear coat

i sanded the crap out of it

at the first the car came out perfect but after a while the roof and little parts of white are starting to show up White. i was told it was the clear coat..

is there a way to buff this out??

i got a bluffer but what sand paper to use?? any advice would be great
