ok so i want to take the foglights out and change the bulb because one is out. the main screw holding it to the car is rusted so the screwdriver can not grip it at all. and the three screws on the bottom are also rusted and cannot be gripped by the sdriver:ohdamn: so i have no idea what to do to get this out

Unfortunately living in snow territory has this affect on almost every damn bolt in a car. I have a great relationship with my drill and tap and die set...

Well i like to start with a drill, an electric one preferably. Then put in a drill bit...and turn the speed to Drill mode. Then i procedure to drill the old bolt.... now there will be a little bigger hole.

Finish process by screwing in larger screw than original so its a snug fit.

Need more instruction?

I have been there before. Start with a NEW drill bit, a smaller one that will fit into the center of the phillips screw head, drill into it and then use a slightly larger drill bit and drill enough so that the head of the phillips screw comes off, USE SOME PB BLASTER rust buster and spray each screw stud and fog lamp area where you drilled off the screw head, let it soak and then gently pry off the fog lamp assy. Once it is off, and hopefully you have a torch set up, use the brazing tip and heat the remaining screw stud up till it is cherry red, then using a pair of vise grips start working the stud back and forth. Usually they will back right out of the threads. ORDER SOME NEW OEM screws from your local Mitsu dealer, coat them with antiseize, so this won't happen again, and reinstall the lamps. If no torch set up let them soak for awhile with PB Blaster and try carefully working them with vise grips.

Example of 2GA Talon fog lamp bracket with rusted screws where the head was drilled out and fog lamps removed, Studs are clearly seen and will be removed using the above process.
