third fusebox

This sounds kind of newbie I realize, but does anyone else have a third fusebox in their 2g? I've taken the dash out of my car so that I can get it fiberglassed, mold in some gauges, and take care of a nasty dash warp. There's the first fusebox in the engine compartment, a second one at the kick panel, and then behind the dash was a third one with two 10amp fuses. The guy who used to own the car considers himself an electrical genius, he's not. So I'm thinking since it's not in my Haynes manual he may have wired it up himself. If not, what are the fuses to? Thanks guys, and if it's not a normal thing, I'll do some tracing and try to find the accessories these go to.
 
sorry, no net at home. I can't take a picture because my cell phone's camera won't transfer to a computer. It's a white fusebox, two 10amp fuses and a relay. When you take the dash out, it's about a foot and a half above the kickpanel one, to the right.

I have a 1999 Elcipse GS OZ and I have the same panel. No, it's not a custom junction or hommade. I believe the relays are described in the haynes manual, but I don't have it w/ me at work. From what I can remember through the manual and playing w/ the relays (the only true way to figure out what theyre for) Is one relay is for the power windows, the other slots for relays have to do with the door locking mechanisms and the fuses also. I'll snap a pic of mine when I go outside on break.

NOTE: Don't quote me though, it's been a while since I've played w/ that junction.
