Dash Around Gauge Pod

I've been having problems with the foglights on my 91 Talon TSi Awd (they dont work at all). Ive narrowed the problem to the wire from the relay to the switch. Can I simply pull the small piece of dash(surrounding the switch pod, guage pod) or is there something fastening it down that will break?

Are you talking about the part of the dash that the fog light switch is located in (the panel that houses the mirror switch)?

If that would come out by itself that would be better.
