Fog Lights w/o Headlights

Does anyone know how to get the fog lights to work without having the driving lights on in a 2g but still get them to work with the driving lights? I just am trying to figure out how I can drive with just my fog lights but still use them with my driving lights.
 
A couple of clear-ups.

Driving lights are auxiliary lamps using either a pencil beam or flood pattern intended to compensate for the shortcomings of legal headlights which are meant for use at slow speeds among other traffic that you'd just as soon was able to see you instead of the overloaded spot on their retinas.

Apparently you're trying to hook up the foglights to come on by themselves. If your intent with this is to play stealth racer and evade the cops with a quick blackout move, please research the consequences of this plan.

If you want to set it up so you can actually see in falling snow, use the link above to see how to run the foglight relay's ground without making it run through the high-beam lever. Keep in mind they'll still go off when you have the high beams triggered, whether the headlights are on or not. The fogs will come on only with the parking and/or headlights on. It's still illegal most places to run that way, but it won't set off the citatation pencil as hard as fogs-only will.

I was just wondering how people got the fog lights to come on with the parking brakes. It's definetly not for racer tactics cause there isn't many dark places for a blackout move in my area.
