2gb eclipse front bumper *COVER*?

You are confused.

The aesthetic part of the front bumper is called the front bumper cover.

I don't understand why it wouldn't be able to be primed, but it's the actual cover that covers the fiberglass bumper that helps prevent frame/structural damage (5 mph bumpers).

That auction is for exactly what's pictured, meaning if you are looking for a front bumper off a 97-99, thats it.
 
Well first of all, it is called a bumper cover because it covers the bumper. The bumper is underneath if you can imagine a 2x4 bolted to the front of your car, only that it is made of fiberglass, however it is only good for up to 15 mph. The bumper cover is just pretty and covers up the gaudiness of the actual bumper.
If you don't want a bumper cover, then I'm not sure what you want, because from the sound of it and the pics you provided, you will get exactly what you want. And if it can't be primered, how else do you think everyone gets the paint to stick to it?
Just learn the terminology so you won't be so paranoid.
 
LOL, I didn't explain myself well...I've always thought of a bumper *cover* as something like a bra for the front to protect the bumper from sand/chip damage. I didn't consider the post by the radiator the bumper. It just confused me because you see bodykits simply referred to as bumper instead of bumper cover.

So I am getting a 2gb BUMPER correct?

If thats not what your looking for then what is? A Le Bra!? Why cant bumper covers be primed? If you cant prime them, then you cant paint them. Most bumper covers we get in at work, OEM and aftermarket, and either primed or raw plastic which is ghey.
