Projector lights?

I'm pretty sure that these headlights that are projector do the little strobe light thing but I don't know for sure. Can anyone clarify the Projector for me?

I was looking at these headlights http://cgi.ebay.com/ebaymotors/ws/eBayISAPI.dll?ViewItem&category=33710&item=7918878112&rd=1 to put on my car and I would like to know exactly what Projector means.

a projector is just a series of reflectors that keeps the light from a bulb from flooding above the bumper line.

Most people seem to say the APC gen2 projectors are the best. I would look into those.
