trouble with dent in pass. fender

hey everyone, i've had a dent on my right fender for a little while now and have been trying to get the fender off to fix it. There are two bolts under the hood though that just dont seem to wanna come off. They just turn and turn and turn and never get any looser :( . Is there a special way to get these bolts off. I was told by my uncle that the best way to fix the dent is with a rubber mallet and to hammer it back into shape. Do most of you agree with this technique if not wut other technique would you recommend?
 
what do you necesseraly mean by dry ice? what would you have to do in order to make that work..?

and for drilling the bolts out you mean pretty much just taking a drill and drilling into it and then drill out... cuz if thats what u mean it didn't work when i tried it, so i dont know what else to try with them :confused: . They are the four fender bolts on top which you can only see when opening the hood. any other tips or explanation on how to get em out would be appreciated

pull the fender off and pund the backside with a rubber mallet to get it back to the basic shape, then bondo it. (this way is more user friendly than the fist idea)

or just get a new fender. I'm sure you can find one that is the same color.
