1/4 inch rise headlights

Hey im trying to figure out where the headlights that only come up about a 1/4 inch, where can i buy the kit to get my headlights like that. Cause the stock lights are getting cheezy

people pull the fuse or something for the flip up mode of the lights... and they just manually crank them up to get that sleepy eyes look
