Need a little advice

hey whats up I just got a 99 gs and i am getting it ready to drop in a star stage 2 and was wondering which would be more of a sound investment or which is better for a rebuild. I wasnt sure if i should just get the howell bottom end kit or a new block so either:

Depends, can you rebuild it yourself? Do you have all the feelerguages and tools you need to do it yourself. If not then you have to look at it this way. How much will a machene shop charge me to bore my block, hot tank it, and install and balance these parts? if it comes out to be more with the local shop then go Howell short block. if it comes out less, then you know what to do.
