Does the ECU power turn on and off with the egnition? My battery light is on I have a new optima battery. I ran power for my AVC-R, Turbo timer, and FCD off ecu power is this over kill?

the ecu has power all the time.

you shouldn't have all those items hooked to the power line of the ecu. its probably drawing too much. since you only have those items you could run it off your cig. lighter plug. i have way too much shit in my car so i built a relay box. whenever i turn on the ignition, a relay fires and supplies all my devices with power from the battery.
 
You can create another circuit for 12 volt accessiores. PM for wire diagram.. this is how the factory would wire if they were to add another accessory.
 
sometimes the ECU does not see enough voltage(too many items connected in line)to realize that alternater is charging or have you checked to see if your alternater is charging?
