check out high temp spray paint. Im not sure if you can find any that will withstand the heat but check out stove/grill paint.

Two methods: first, keep the heat shield on it so you can't see it, and second, realize that what you're calling "that nasty rust color" is actually the imbued hue of a purposefully funtioning part of automotive efficiency and decades of successful automotive design and development.

Oh, and don't park with the hood up.

I use Copper Spray-a-Gasket form NAPA. It sprays on copper, and is tacky, but when you run the car for a few minutes its turns to a gunmetal gray. Doesnt flake off, but will scratch off if you scratch it hard. Looks really good tho and is easy to refinish if you ever need to.

If you do decide to use it, when you start the car, the coating will smoke a bit, but thats normal. It turns all sorts of pretty colors before it turns gray, so enjoy the show.

unless u get it sandblasted and get every single speck of rust off it, no matter how much u paint it the rust will show back up. paint dont adhear to rust at all. the heatshield is aluminum so it wont rust, clean that, paint it, put it back on.

I did this yesterday... Use an electric drill with a wire brush/wheel and just go at it. After about 20 minutes I had the whole manifold looking almost like new, but more shiny. It may take longer if the manifold is on the car, but however much time you put into it will determine how it looks in the end.
