Ok, so I sold my car (for parts) to my buddy since we couldn't get his car to run right. 1st we took the fuel system (portfueler) from my car and put it on his. The car was still leaning out. So, then we put my 255 HP pump in his since we weren't 100% sure his was a 255. Still leaning out, so we put my 1:1 AFPR just to make sure his wasn't faulty. When everything was in my car it run smooth and strong, but a little rich. The mods on his car are just about the same as in my profile (my old car). It runs good until you hit around 4500 RPM. Any ideas?

Okay, let me get this straight. You sold your 420a-t and your friend has a 420a-t?
If you sold your car how are you getting parts from it?
Anyway, just for clarity what is your friends setup, (or whichever one is running lean)?
What size injectors are you running with Portfueler?
And what exactly are your afr numbers?

Lets refer to them as red eclipse (my old car) and black eclipse (friend's car). The red eclipse was running fine, just a little rich and the mods are in my profile. The black eclipse has the same set now that we took the portfueler out it in it from the red eclipse. We have not made any changes to the tune on the portfueler which is using 550cc injectors. Anyway, we think we may have found the problem. The timing belt jumped 2 teeth. And yes, there is a wideband on the black car that was taken from the red car. We are taking parts from the red car (since the trans broke) and are putting them on the black car, as needed.

AFR are about 10:1 when in boost from 1K to ~4K RPM. After that it leans out all the way as far as the WB reads, around 22.4:1. It's not fuel cut, because the red car never experianced it during the 2 yrs it was running and that ECU is now in the black car.

Okay, I got it now.
If the timing belt jumped it wouldn't run very well at all, it would be misfiring always. (Or at least that's what happened to me).
If you were getting fuel cut, you would know. It's rather violent.
Are you using a different turbo in the black car then you were in the red car, or the exact same one?

Well I assume he is under full boost at 4k.... so if he run's 10:1 all the way to there (4k) I would say that Portfueler is working. Otherwise he wouldn't be getting the extra fuel once he enters boost.
Honestly I don't know how Portfueler works, but you said you can tune it; so I say start with that.
Check and test all your sensors. It sounds like one of them could be throwing something off.

Edit: Try taking the spring out of your wastegate. See if anything funky happens at 4k without boost. That should help narrow things down a little.
