blowing fuse with meth kit

I've got a devils own water/meth injection kit that came with my 92' tsi when i bought it. I have the meth kick on at 8 psi with a progressive nozzle and a max boost of 26psi, but everytime i hit boost when the meth should kick on i don't think it is. I pop the hood and find the 10 amp fuse that powers up the relay which in turn powers the pump, blown. I replaced the fuse and the relay and the fuse will still blow. The only other thing i've checked so far is the wiring from the battery to the fuse and the fuse to the relay. I don't understand how a fuse can blow and have the relay not shorted?

any ideas? p.s. I'm checking the pump tomorrow for an internal short...wish me luck
 
Well I took the line out of the nozzle and placed it in an empty cup then I tried jumped the pump and gave it, it's own 12v power and ground but the pump will not run. I think i found my problem.
 
If it makes no sound its probley bad, try tapping it with a hammer. If it makes noise there might be leak in the lines or at the fitting and its sucking air.
