boost gauge reads -10 inches at idle ( 850-900 rpm )

all fuel trims with 4-5 % all the time
no vacumm leaks
boost tested = everything good
full boost (13 pounds) at just above 3300 rpm

doesnt feel like the same car after timing belt install. I looked at the teeth and the are so so so close, but the exhaust side is just barely above intake. looks like 1/4 tooth off. head warped? block warp? any suggestions welcomed
 
Is your idle Lumpy like you have bigger Cams? Any smoke? Major Ticking? Knocking? Any blown gaskets would not let you fully boost, and vehicle would be smoking.
