The BISS stands for base idle set screw and it is a mechanical device with no electrical connection. Refer to this site for more information. If that site does not answer your questions please post a picture of your concern.

I would check the solenoids mounted to the firewall inside the engine compartment. There is one for fuel pressure, one for EGR, and one for canister purge and I would bet one of those is making the clicking.
The best thing is to call FIC directly. I am pretty sure the kit from this page will take care of you. I would just confirm fitment for your particular injectors. FIC is a good company to deal with so you shouldn't have any trouble.
