wastegate actuator cracked

I noticed on a turbo I acquired that the metal housing of the wastegate actuator is cracked.

1) I assume that it will not function like this, correct me if I am wrong?

2) I know where I could snag an actuator off of a 9b turbo from a 3kgt. Are they the same? Probably not, but I figured it'd be worth asking.

1) Depends if there's a hole in the diaphragm or not.

2) No.
