Hey guys i have a turbo that has back compression and im not sure what the problem is. It might be the bov not working?

Have you check youre timing?

So you're saying your getting compressor surge...
Make sure the bov is not stuck and that the vacuum lines hooked up correctly.
Also a updated mod lis will also help like what BOV, Turbo, and Boost level.

If youre talking about compressor surge disregard what i said previously. Check vacum lines like stated above

So how do I check to see if its stuck. mod list is type rs bov stock turbo boost about 19psi thats about it as far as this would go.

Unbolt it and push the diaphragm with youre thumbs. You might also have it adjusted to tight. 19psi is a lot higher then stock boost.

What is "back compression?"

What are your symptoms of this issue? Why are you boosting so high on the stock turbo? Fill out your mod list, please.
