Used 14B, I have some questions

I recently picked up a used 14B for 50 bucks from EBAY.

eBay Motors: DSM TURBO 14BTDO5H (item 140234480779 end time May-24-08 16:55:58 PDT)


Things I am concerned about:

When I spin the turbo over it sounds like metal to metal on the exhast wheel.. BUT ONCE I put the exhaust housing together it seems to go away. The backing plate behind the exhaust wheel seems to move which I believe is where the metal to metal is coming from. Is this normal for a turbo when the exhaust housing is not attached? Also, should the WG actuator move by hand or will it take a bit of force to work? It seems to be frozen. It also does not seem to attach to the flapper arm.. Another question, where do I get the Clamp to peice the two halfs together it was shipped without it.. If these things seem normal I will put it on, if not how much does a rebuild run? I can pick up a good Big28 for 475 with ported evoO2. Plus, being my car is a 2 G it would be a direct bolt on....

The shield will rub on the exhaust side without the centersection assembled. the wastegate actuator will hand to move in order to connect it. I usally use some pliers to pull it into place.
 
yes the noise you are hearing is the back plate, which is normal without the housing on. the clamp can be found in the classified, just post a wanted ad. the wastegate actuator should be a little stiff but with some force you should be able to pull it out a little.
 
If this does in fact need a rebuild, what does that do for?
 
Pm jsmux141 on here you can find him one most threads about turbos. He is great at working with you and can rebuild it at a fair cost.
 
The thing that piece the turbo together is the v-band clamp. I have a spare if you want it just e-mail me your address and pay for shipping.
