turbine spins but not when it's on the car

I was in an accident and when i got the car back the turbo wasnt boosting. It had sat for 3 months during that period. The turbine didn't spin freely so i took off the turbo to rebuild it. Once I removed the first circlip to free the compressor housing the wheels spun freely, so i put the housing back on and it continued to spin free. So instead of rebuilding I just put it back on and it doesnt spin again. Anyone have any thoughts of what's goin on?

Check the turbine side and make sure there is no debris in it that will wedge the turbine wheel.

Make sure you have the clamp that holds the exhaust housing to the turbo tightened very good. If it's not as tight as it should be it will prevet the turbo from spinning.
