I just installed a 16g in my car, there is no spiking/creeping, but it only hits about 10lbs of boost. Think i have a leak? or is that what the wastegate is set aT?

If you have no boost controller and you have the boost source and vacuum source tied together that sounds about right. That is what the diaphragm is set to. Test for leaks though. I use the soapy water test. Let the car idle and spray soapy water on all intercooler and throttle body connections. Works every time. Made 450awhp in my car and 530awhp in my friends daughter's car.

Agree with everything except for the method for checking intake leaks. There are simply no pressure air to leak during idle so the only way to test for leaks is to pressurize the intake using a leak tester and air compressor.

Also, your profile says you simply own a car... so depending on the modifications you've done, you might not want to turn the boost up past 10.
