I came across a site the other day that gave instructions on how to build your own IC piping out of PVC. I cant seem to find it now. Can anyone help? Thanks!

Don't bother looking. The pressure rating of pvc drops rapidly to zero as the temperature approches 200°F. CPVC might do it but you would pay more than you would for steel or aluminum.

quick question...sorry for stealing...but if i were to use exhaust piping (steel piping)would this be ok? also what would help to stop it from heat soaking...like a wrap of some sort or even a metalizing job on the piping? have access to either/or so help me out.

Steel exhaust pipe is what most shops use for IC pipe. I built my lower S pipe out of 2", I had a local exhaust shop do the bends and roll beads on the ends. Na you dont need to wrap the pipe, heat soak of the IC pipe shouldnt be an issue.

As said above PVC sucks when it gets hot CPVC works better but it still has issues with heat and pressure loss.

would you have the same problems with an intake of PVC or is there not a pressure concern there?

Building anything under the hood of a car out of PVC is generally a bad idea. PVC emits a poisonous chlorine gas when it's heated up to underhood temps. Even building a cold air intake is a bad idea, although some people do it anyway. I had a PVC intake way back when I first got my dsm and didnt know any better. It kept falling apart and melting. I later made another one with black ABS plastic pipe. That one held up great. ABS plastic is what hard plastic OEM intakes are made of (like on a dodge neon). If you're gonna make a DIY intake, at least use ABS pipe. Usually Lowes/Home Depot has the ABS pipe near the rain guttering and drainage pipe. It's almost always black in color. If in doubt, ask someone who works there where the ABS pipe is.

edit:

I forgot to mention that even though ABS is great for underhood stuff, it still isnt good for intercooler pipes. I tried making a lower IC pipe out of ABS when I got my supra sidemount and the ABS pipe kept cracking apart under pressure. Also, don't use those rubber water pipe connectors they sell at hardware stores, they melt and blow off, LOL. Silicone and metal is the only way to go. Keep in mind lots of cars at junkyards have steel or alluminum ic pipes and silicone couplers on them stock (volvo's, saabs, subarus, chryslers). They also have t-bolt clamps sometimes.
